Google Ads for a small business: Smart campaign, Performance Max or a plain Search campaign?

Smart campaigns, Performance Max and Search compared for a UK small business in 2026, what Google's set-up wizard builds, and which to start with.

A Come in, We Are Open sign hanging in a shop's glass door

Start with a plain Search campaign. It is the only one of the three where you choose the searches, read every search that triggered an ad, block the wrong ones with negative keywords and pick the bid strategy yourself, which is what a small budget needs while it is still learning what a customer looks like. Performance Max earns a place later, for a shop with a product feed or an account that already records real enquiries every week. A Smart campaign suits an owner who will never open the account, and since 23 September 2026 Google's Ads API can no longer create new ones, although existing Smart campaigns still run.

The three campaign types, side by side

Google's help pages set out most of the differences. The table puts them in the order that matters to a small account: what you can see, and what you can stop.

Read the bottom two rows together. A small budget improves by reading what people searched and excluding what could never buy, week after week, and Search gives you that in full. Performance Max now has a search terms report too, under Insights and reports, but its matching starts from your assets rather than from a list you wrote, so there is more to exclude and less you chose. A Smart campaign gives you the least of either.

What Google's set-up wizard built for one new account

On 7 October 2026 we opened a new Google Ads account for a vehicle remapping business in Chester, and the set-up wizard left more behind than its summary screen suggested. It created a Performance Max campaign that used a free stock image as the business's logo. Pausing that campaign's asset group did not pause the campaign. Lead form and webpage goals were set as goals to bid on. Call recording was on, and so were automatically created text assets.

Other limits came with the account's age rather than the wizard. The new account could not create a custom call-length conversion, so calls were counted through Google's built-in Calls from ads action. The business name and logo assets needed advertiser verification first. And the direct-debit billing was not live until the owner confirmed Google's small test deposit; until then the campaign showed as eligible while no ad ran.

None of that is visible from the overview page, and every item changes what the money buys. An owner who clicks through the wizard and walks away can be left with a Performance Max campaign that shows a stock photograph as their logo wherever it serves, bidding on goals they never picked. Whatever campaign type you choose, read what the wizard made before a penny is spent.

Why Search comes first on a small budget

A Search campaign starts from the words a customer types, so its first month teaches the business something it can use: which searches produce calls, which produce nothing, and which towns and phrasings keep appearing. Our guide to the weekly search terms read covers the routine; the point here is that Search is the campaign type built for it, with a shared negative list that grows every week and keeps every exclusion.

Control over bidding matters as much. A new account has no conversion history, and Performance Max bids only with Smart Bidding towards conversion goals, so on day one it optimises towards whatever the goals happen to be, including the ones the wizard chose. A Search campaign can start on Maximise Clicks with a cost-per-click ceiling, move to Maximise Conversions once real enquiries are recorded, and change strategy when the data says so rather than when the campaign type demands it.

There is a bonus for later. Google's Performance Max documentation says a Search campaign with an exact-match keyword is prioritised over Performance Max when the search matches that keyword, so the money terms you built in Search keep their own ads, pages and bids after Performance Max is added.

When Performance Max earns a place

  • A shop with a product feed in Merchant Center, where Performance Max can carry the products into Shopping placements and a picture with a price does the selling.
  • A service business whose Search campaign records enquiries every week, has run out of impression share on its money terms, and has real photographs of its work to supply as assets.
  • An owner prepared to read the channel and search terms reports every month and to keep brand exclusions and negatives current, because the campaign will widen to fill whatever budget it is given.

It does not earn a place as the first campaign on a new account, as a cure for a Search campaign that does not convert, or with stock images standing in for the business.

When a Smart campaign is the honest answer

For an owner with no time and no intention of ever opening the account, a Smart campaign does a limited job without much harm. Google's help pages say it can only be created in the account's Smart Mode, supports one landing page per campaign, and can be linked to a Business Profile only at the moment it is created. You choose keyword themes, Google builds the keywords and sets the bids, and negative keyword themes block searches without catching their close variants.

The Google Ads Developer Blog announced in June 2026, with an update in August, that from 23 September 2026 the Ads API no longer creates new Smart campaigns; existing ones keep serving and can be edited, and Google points advertisers to Performance Max, Search or Demand Gen instead. If a website platform or a tool used to set up your ads through the API, expect it to offer something else now, and read what it builds as carefully as the wizard's work.

A decision in four questions

  1. Will anyone read the account every week? If not, a Smart campaign is the safer choice, or no ads at all until someone can.
  2. Do you sell products from a feed? Then Performance Max or Shopping belongs in the plan early, beside a Search campaign for your brand and your money terms.
  3. Is the account recording real enquiries, tested by you with your own form and your own call? If not, start on Search with click-based bidding and fix the tracking before any campaign type that bids only on conversions.
  4. Is Search capped by budget on the searches that make money, at a cost per enquiry you would happily repeat? Only then is Performance Max a sensible second campaign.

How we run small accounts, one service and one area at a time, is set out on the page for PPC for small business.

If a wizard has already built something in your account, the quote form is the quickest way to have it read before it spends any more.

Questions on this topic

Is a Smart campaign the same as Performance Max?

No. A Smart campaign matches on keyword themes and shows on Search, Maps, YouTube and partner sites, with Google managing the bids. Performance Max runs across all of Google's inventory from your assets and bids with Smart Bidding towards your conversion goals.

Can I still create a Smart campaign in 2026?

In the Google Ads interface, in Smart Mode, Google's help pages still describe how. Through the Google Ads API, no: creation stopped on 23 September 2026. Existing Smart campaigns keep serving and can be edited.

Why did Google create a Performance Max campaign I did not ask for?

The set-up wizard builds one from the answers it collects. On a new account we opened in October 2026 it used a free stock image as the logo and chose its own bidding goals, so read what it made before any money is spent.

Should a small business run Performance Max?

Usually not first. Run Search until it records enquiries every week and is limited by budget on the searches that pay, then add Performance Max. A shop with a product feed is the exception and can bring it in earlier.

Can Search and Performance Max run in the same account?

Yes. Google gives priority to a Search campaign whose exact-match keyword matches the search, so keep your money terms in Search at exact match and let Performance Max work around them.
